Abstract
Objectives: Since the correction and rehabilitation of prisoners require a comprehensive and multidimensional perspective, this study was developed with the aim of presenting a conceptual framework for improving the effectiveness of educational programs in prisons. It examines two fundamental approaches to addressing educational challenges. The first approach emphasizes the determining role of socioeconomic factors outside the prison and seeks solutions at the macro level through social and economic planning. The second approach focuses on the importance of educational, rehabilitative, and cultural programs in the correction and rehabilitation of prisoners and in facilitating their return to society. The main focus of this study is to examine the knowledge, skills, and attitudes of prison managers and staff regarding the implementation of intervention programs for resocialization. In this regard, several questions are raised that require reflection, deliberation, and responses: What are resocialization, correction, and rehabilitation in prisons, and how and through which approaches should they be carried out? What connection can be established between the education and research activities of the Prisons Organization and the correction and rehabilitation of inmates? What types of educational programs should be provided for staff and inmates? What educational content should be included in the educational programs offered by the education and research units of the Prisons Organization to support resocialization, correction, and rehabilitation? What educational methods should be used to promote resocialization, correction, and rehabilitation? How should the education provided to support resocialization, correction, and rehabilitation be measured and evaluated, and which indicators should be used? What competencies should staff possess to assist in the resocialization, correction, and rehabilitation of prisoners?
Materials and Methods: The methodology of this article is based on the researcher's analysis and lived experience, the use of the views of managers and scholars in this field during the researcher's study period, and the author's experiences and analyses gained through interactions with experts in the fields of prisons, correction, and rehabilitation within the Prisons Organization. These sources informed the development of a proposed transformative framework for education and research systems in prisons. In this study, this method is referred to as "self-mapping."
Discussion and Conclusion: The main conclusion of this study was the proposal of a new operational conceptual framework aimed at integrating these two approaches and establishing a comprehensive and coordinated system for the correction and rehabilitation of prisoners. Within this proposed framework, the operational educational and research programs and their components are designed to directly support the achievement of the Prisons Organization's primary objective, namely, the correction and rehabilitation of prisoners and the reduction of recidivism, or the likelihood of their returning to prison. This objective is defined and evaluated using measurable indicators, such as employment after release, improvements in mental health, the acquisition of life skills, becoming a useful and effective member of society, and, ultimately, reducing the prison population in Iranian and Islamic society. Based on this framework, it is concluded that all educational activities and programs provided to staff and prisoners, which are regarded as organizational efforts, must be designed, implemented, and evaluated with due consideration of their immediate and ultimate results and consequences. In other words, these programs must be designed in such a way that they can effectively contribute to the desired organizational outcomes, namely, the correction and rehabilitation of prisoners and the reduction of recidivism. Furthermore, to establish a reciprocal and constructive relationship between research and education in support of inmates' resocialization, education and research offices could place greater emphasis on addressing actual needs and challenges, prioritizing issues for action research aimed at implementing behavioral and rehabilitative interventions, and applying the resulting research findings to prison management practices. These activities could be placed firmly on the agenda of the education and research offices. Finally, it is recommended that assessment centers take steps toward establishing an organizational development center by assessing the general and specialized competencies of staff and managers. This would provide a foundation for professional growth and improved organizational performance. In addition, the offices responsible for evaluating the performance of managers and staff should, while monitoring and evaluating various physical, security-related, and operational issues and indicators concerning provincial offices and prisons, pay particular attention to assessing and monitoring the performance of prison heads and staff in achieving educational objectives and indicators and implementing practical and operational measures to promote prisoners' resocialization. These responsibilities constitute fundamental duties of the Prisons Organization for Preventive and Rehabilitative Measures.
