مفهوم‌پردازی نسبت میان دو نظام آموزش و پرورش عمومی و آموزش عالی در کشورهای منتخب جهان: رویکردی تطبیقی

چکیده

بی­گمان ساختار نظام آموزشی در یک کشور یکی از مهم­ترین و چالش­زاترین مباحث تصمیم­گیری در حیطه مدیریت و برنامه­ریزی نظام آموزشی محسوب می­شود. مسئله تناسب یا نحوه ارتباط میان ساختار آموزش و پرورش و آموزش عالی مقوله­ای است که در کشور ایران همیشه با نوعی قبض و بسط نظری همراه بوده است.  به نحوی که از یک­سو جداسازی این دو مسبوق به دلایل منطقی و قابل دفاع است. و از سوی دیگر گاهی اوقات زمزمه ضرورت ادغام و یکپارچه کردن آن­ها مطرح می­شود. مقاله حاضر برآن بوده است تا به­دور از جهت­گیری­ها و تعصبات سازمانی و یا برخوردهای عاطفی با این مقوله، وضعیت موجود نسبت میان دو نظام را با تاسی از مبانی نظری و نیز مطالعات تطبیقی در کشورهای مختلف جهان در قالب سناریوهای مختلف به تصویر کشد. و سیمایی نسبتاً جامع از این نسبت­ها یا ارتباطات موجود را برای لحاظ کردن در تصمیمات آتی فراهم سازد. در این راستا، ضمن بررسی منابع و مدارک علمی پژوهشی، وضعیت موجود در 10 کشور منتخب از 5 قاره جهان با استفاده از روش نمونه­گیری هدفمند و یا استفاده از اطلاعات جدید تبیین شده و ضمن ترسیم سناریوهای مختلف، نتیجه را در قالب یک نشست تخصصی Focus group)) مورد اعتباربخشی قرار داده است.

چکیده [English]

Without a doubt the structure of educational system in a country is one of the most challenges and important issues in decision- making in the field of administration and planning of educational system. The problem of how general educational system and higher education are related is a concept which in Iran has always been a controversial theoretical issue so that on the one hand separation of the two needs logical and defendable reasons and one the other hand occasionally there are voices that ask for the integration of the two. This article tries to portray the current situation regarding the relation between the two systems by drawing on theoretical foundations and comparative studies in different countries and the author would do this without any biases and organizational prejudice or emotional treatment of the issue. Through comparative studies of different countries, a relatively comprehensive picture of the existing relations for future decision- making will be formed.in order to achieve this, through studying the scientific and research documents and sources, the status quo in ten selected countries form fire continent with the use of sampling method which has definite aim, and also with the use of new information, a portrayal of different scenarios will be formed and the results in a focus group  will be accredited.
