تحلیل راهبردی ارتقای چابکی سازمانی در آموزش عالی کشاورزی ایران

چکیده

هدف: این مطالعه با هدف کلی تحلیل راهبردی ارتقای چابکی سازمانی در آموزش عالی کشاورزی ایران، با بهره‌گیری از روش SWOT انجام شد. جهت دستیابی به هدف فوق، ابتدا با تحلیل SWOT نقاط قوت، ضعف، فرصت و تهدیدهای پیش روی آموزش عالی کشاورزی ایران به‌منظور ارتقای چابکی، استخراج شده و سپس راهبردهای ارتقای چابکی سازمانی در آموزش عالی کشاورزی ایران ارائه گردید.
مواد و روش‌ها: برای رسیدن به هدف کلی فوق، دو گام کیفی و کمی جهت مشخص شدن راهبردهای ارتقای چابکی سازمانی در آموزش عالی کشاورزی ایران طی گردید. لذا این پژوهش از لحاظ پارادایم به صورت آمیخته  می‌باشد. بدین‌ترتیب که در گام نخست عوامل داخلی و خارجی در قالب چهار دسته نقاط قوت، ضعف، فرصت‌ها و تهدیدات از طریق مصاحبه‌های عمیق با صاحب‌نظران آموزش عالی کشاورزی، جمع‌آوری و با روش تحلیل خط به خط و در قالب تحلیل محتوای متعارف، شناسایی شدند. بدین‌منظور داده‌ها از طریق مصاحبه‌های عمیق با 15 تن از صاحب‌نظران آموزش عالی کشاورزی ایران که به روش گلوله برفی انتخاب شدند، جمع‌آوری و با روش تحلیل خط به خط و در قالب تحلیل محتوای متعارف، پردازش شدند. سپس در گام دوم نیز بعد از تجزیه و تحلیل محتوای عرفی مصاحبه‌ها، عوامل داخلی و خارجی در قالب چهار دسته نقاط قوت، ضعف، فرصت‌ها و تهدیدها به صورت پرسشنامه تنظیم گردید و در بین صاحب‌نظران آموزش عالی کشاورزی ایران توزیع شد تا صاحب‌نظران آموزش عالی کشاورزی نسبت به تعیین اهمیت (وزن) و نیز وضعیت موجود هر یک از موارد اقدام نمایند. به‌منظور تأیید روایی و پایایی بخش کیفی تکنیک SWOT علاوه بر استفاده از چهار تکنیک 1-کنترل اعضاء (از طریق ارائه تحلیل داده‌ها و نتایج آن به پاسخگویان از واکنش آن‌ها در مرحله‌ی گزارش نوشته‌ها آگاهی حاصل آید)، 2- خود بازبینی محقق در طی فرآیند جمع‌آوری و تحلیل داده‌ها، به‌منظور تأیید انتقال‌پذیری پژوهش سعی شد توسعه و توصیف غنی از مجموعه داده‌های مطالعه در طول مرحله‌ی گردآوری داده‌ها صورت پذیرد. 3 و 4- تأییدپذیری و اطمینان‌پذیری پژوهش نیز از طریق ثبت و ضبط دقیق فرآیند مصاحبه‌ها و تمامی جزئیات آن انجام پذیرفت. به جامعیت تحلیل محیط بیرونی و درونی نیز توجه گردید که خود تحت تأثیر مواردی نظیر زمان صرف شده برای جمع آوری داده‌ها، تجربه متخصصان در رابطه با موضوع و به ویژه تجربه و مهارت محقق در انجام مصاحبه‌ها، قرار می‌گیرد.
بحث و نتیجه‌گیری: برمبنای یافته‌های مندرج در ماتریس ارزیابی عوامل داخلی و خارجی به‌منظور ارتقای قابلیت‌های چابکی سازمانی در آموزش عالی کشاورزی، عواملی چون افزایش سطح فناوری و وجود اساتید توانمند در دانشگاه‌های کشاورزی، مهم‌ترین نقطه قوت و گسترش روز افزون تکنولوژی‌های نوظهور در بخش کشاورزی، مهم‌ترین فرصت موجود برای چابکی سازمانی آموزش عالی کشاورزی ایران و کاهش بودجه و سرمایه‌گذاری در آموزش عالی کشاورزی و عدم انطباق محتوای آموزشی با نیازهای بازار کار، مهم‌ترین نقاط ضعف و سیاست‌گذاری متمرکز، ارتباط ضعیف بین بخش‌های اجرایی، مراکز تحقیقاتی و صنایع با دانشگاه و نبود سازوکارهای پیوند بین نظام آموزش عالی کشاورزی و نظام اشتغال، از جمله با اهمیت‌ترین تهدیدهای پیش روی چابکی سازمانی در آموزش عالی کشاورزی محسوب می‌شوند. یافته‌های این پژوهش می‌تواند به‌منظور ارتقای چابکی سازمانی در آموزش عالی کشاورزی توسط سیاست‌گذاران، برنامه‌ریزان و مدیران آموزش عالی کشاورزی مورد بهره‌برداری قرار گیرد.

چکیده [English]

Objective: This study was conducted with the aim of a strategic analysis of organizational agility promotion in Iranian agricultural education using SWOT method. To achieve the above objective, first by SWOT analysis, the strengths, weaknesses, opportunities and threats of Iran's agricultural higher education were extracted in order to enhance agility. Then, strategies for promoting organizational agility in Iranian higher education were presented.
Materials and Method: To this aim, two qualitative and quantitative steps were taken in order to identify strategies to promote organizational agility in Iranian higher education. Therefore, To achieve this goal, the mixed method design approach was used. In the first step, internal and external factors in the form of four categories of strengths, weaknesses, opportunities and threats gathered through in-depth interviews with agricultural higher education experts. They were identified by line-by-line analysis in the form of conventional content analysis. The data were collected through in-depth interviews with experts, which had experience in administrative positions in academic context (15 individual interviews). Then, in the second step, after analyzing the conventional content of the interviews, internal and external factors in the form of four categories of strengths, weaknesses, opportunities and threats were designed by the questionnaire. It was distributed among Iran's agricultural higher education experts to determine the importance (weight) and status of each case. In order to confirm the validity and reliability of the SWOT technique quality part in addition to the four techniques: Member control (by presenting the data analysis and its results to the respondents to know their response at the reporting stage),  During the data collection and analysis process, the researcher self-reviewed, in order to confirm the transferability of the research, it was attempted to develop and describe a rich set of study data during the data collection phase, and the verification and reliability of the research was also done by carefully recording the interview process and all its details. Comprehensiveness analysis was also given to the external and internal environment, which is influenced by the following items: time spent on collecting data, the expertise of the subject matter, and in particular the researcher's experience and skill in conducting interviews.
Result and Discussion: Based on the findings, increasing the level of technology in the academic community and the presence of professors, specialists, researchers and experts in agricultural universities are as follows: the most important strength and ever-increasing expansion of emerging technologies in the agricultural sector, the most important opportunity for organizational agility is the Iran's higher agricultural education. This is while reduceing budgets and investing in higher agricultural education, and non-compliance of educational content with the needs of the labor market and job market, The most important weaknesses and centralized policymaking and the centralization of good management in the university organization, weak communication between executive departments, research and development centers with universities and the lack of linkages between the agricultural education system and the employment system, one of the most important threats to organizational agility in Iran's higher agricultural education is considered. Citing the findings of this research can be a common tool and system approach to analyze internal and external factors and support decisions in order to promote organizational agility of policymakers in higher agricultural education, agricultural planners and managers will be exploited.
