ارزشیابی دوره‌های آموزش و بهسازی استراتژیک براساس مدل استراتژیک نوئه: مورد مطالعه (مجتمع آموزشی راه رشد)

چکیده

هدف: پژوهش حاضر با هدف ارزشیابی دوره‌های آموزش و بهسازی استراتژیک با استفاده از مدل آموزش و بهسازی استراتژیک نوئه در مجتمع آموزشی راه رشد به انجام رسیده تا با مشخص کردن جایگاه سازمان در مسیر تعالی راه رسیدن به قله کیفیت را برای آن هموارتر سازد.
مواد و روش‌ها: روش تحقیق از نوع آمیخته (کمی-کیفی) بود؛ در بخش کمی، توصیفی از نوع پیمایشی و در بخش کیفی پدیدارشناسی. جامعه آماری، کارکنان بخش اجرایی و آموزشی مجتمع آموزشی راه رشد تهران (N=200) بودند که به روش تصادفی ساده و با فرمول کوکران 132 نفر به‌عنوان نمونه برای بخش کمی انتخاب شدند. برای گردآوری داده‌ها در بخش کمی از پرسش‌نامه محقق ساخته براساس مدل آموزش و بهسازی استراتژیک نوئه استفاده و اعتبار پرسشنامه توسط صاحب‌نظران تأیید و پایایی آن با استفاده از ضریب آلفای کرونباخ 0.948 محاسبه گردید. روش تحلیل داده‌ها در این بخش مشتمل بر آمار توصیفی و آمار استنباطی (یو من ویتنی و کروسکال والیس) بود. چالش‌های موجود در دوره‌های آموزش و بهسازی استراتژیک تحت عنوان بخش کیفی پژوهش مورد شناسایی قرار گرفت. جامعه آماری بخش کیفی مشتمل بر مدیران و معاونان آموزشی و معلمان با سابقه بود که با استفاده از روش نمونه‌گیری هدفمند ملاک محور، تعداد 15 نفر انتخاب و از طریق مصاحبه نیمه‌ساختاریافته نسبت به جمع‌آوری اطلاعات اقدام شد. در این بخش، برای تجزیه و تحلیل داده‌های گردآوری شده از تکنیک کدگذاری سه مرحله‌ای اشتراس و کوبین استفاده شد.
بحث و نتیجه‌گیری: نتایج پژوهش حاصل نشان داد که در فرایند رقابت، نیازسنجی، برون‌سپاری دوره‌های آموزش و بهسازی، کار تیمی و تسهیم دانش، رضایتمندی و جابجایی شغلی و کاهش زمان و هزینه‌های دوره‌ها چالش‌هایی وجود دارد. در ادامه کار، برای چگونگی رفع این چالش‌ها پیشنهادات و سازوکارهایی شناسایی شد که شامل شش مقوله اصلی "برنامه‌ریزی آموزشی استراتژیک"، "بازنگری در شرایط نیازسنجی"، برگزاری دوره‌های آموزشی گروهی با نظارت و مشارکت گروه‌ها"، بهره‌مندی از مزایای برون‌سپاری در شرایط ایده‌آل، مدیریت بهبود و اصلاح دوره‌ها با همکاری واحد نظارت و ارزشیابی و اقدامات سازمانی" می‌باشد.

چکیده [English]

Objectives: The purpose of present study is to evaluate the Rah-e Roshd educational Complex strategic training & development courses according to Noe Strategic Training & Development Model in order to specify the pertinence of this organization in the way of excellence.
Materials and Methods: The methodology was adopted to obtain information on training strategies with mixed method (quantitative–qualitative). The research method in the quantitative section was a descriptive – survey and in the qualitative section was the phenomenology method. The statistical population include (N=200) member of Rahe Roshd educational complex which (N=132) were selected based on Cochran formula by using simple random sampling. The statistical population of the qualitative section were experienced managers and staff of the complex who were selected by purposeful criterion sampling. Semi-structured interview was conducted to collect information until the researcher achieved theoretical saturation. Data collection was done in a quantitative section using a researcher-made questionnaire based on the Noe strategic training & development model. Using the questionnaire, the challenges existing in the strategic training & development courses of the complex were identified and used as questions in the qualitative section of the research. In order to analyze the research data in the quantitative section, descriptive statistics and inferential statistics (Yu Mann Whitney and Kruskal Wallis) were used and in the qualitative section Strauss and Corbin coding method were used.
Discussion and Conclusion: The results of descriptive section research showed that based on the Noe strategic training and development model, the complex faced with some challenges like: needs assessment, outsourcing, team working and sharing knowledge, satisfying and job rotation, reducing time and cost strategic training and development. In the qualitative section, there were identified suggestions and mechanisms for addressing these challenges, including six main categories of "strategic educational planning", "reviewing in needs assessment requirements", " conducting group training courses with the supervision and participation of managers, "utilizing the benefits of outsourcing under ideal conditions, "improvement and correction management  of Courses in cooperation with the monitoring and evaluation Unit," and "organizational measures to improve and promote training through monitoring and evaluation".
