بررسی سیاست‌های سرقتِ علمی-ادبی در تارنماهای دانشگاه‌ها و مراکز آموزش عالی ایران

چکیده

در سال‌های اخیر سرقتِ علمی-ادبی، به‌ویژه در جوامع دانشگاهی، اهمیت چشم‌گیری یافته است. به‌رغم تلاشِ دانشگاه‌ها و استادان در یافتنِ راهکارهایی برای بازداشتن دانشجویان از این اقدام؛ این مشکل هم‌چنان به قوت خود باقی است و به عقیده‌ی بسیاری از پژوهشگران حتی بیشتر نیز شده است. هدف اصلی این مقاله کمک به دانشگاه‌های ایران برای مقابله با پدیده‌ی دامن‌گسترِ سرقتِ علمی-ادبی است. به‌عبارت دیگر، تلاش خواهد شد تا دانشگاه‌ها را از ضرورتِ دست یافتن به سیاستی روشن درباره‌ی سرقت علمی-ادبی، به‌ویژه در تارنماهای دانشگاهی آگاه سازیم. برای این منظور و هم‌چنین آشنایی با راهکارهای علمی و عملی دانشگاه‌ها در پیشگیری از سرقتِ علمی-ادبی، محتویات تارنمای 133 دانشگاه، پژوهشکده و مؤسسه‌ی علمی مورد تأییدِ وزارت علوم، تحقیقات و فناوری بررسی شد. نتایج بررسی بیشتر تارنماها از نبودِ محتوایی منسجم و جامع درباره‌ی این مفهوم حکایت دارد؛ و این بدان معناست که در بسیاری از این نهادها، دانشجویان از آموزشِ کافی درباره‌ی سرقتِ علمی-ادبی و اهمیت صداقت علمی بی‌بهره‌اند. پژوهش حاضر این ایده را پیش می‌نهد که برای انجام اقدامی مؤثّر در این زمینه، شرط نخست آن است که مسئولان دانشگاه‌ها آشنایی دانشجویان با مفهوم و ماهیّتِ سرقتِ علمی-ادبی و چگونگی اجتناب از آن را فرض نگیرند و بر سر این نکته که شناختِ دقیقِ و راهکارهای مقابله با این پدیده نیازمندِ آموزش و آگاهی بخشی است، به توافقی اصولی دست یابند.

Exploring Plagiarism Policy Statements on Iranian University and Higher Education Institute Websites

Plagiarism has been receiving an unprecedented attention in recent years, especially among the academia. Despite the efforts of universities and university professors to find ways to prevent students from the academic misconduct, the problem persists. In the opinion of many researchers this issue has even increased. The main purpose of this article is to help Iranian universities combat the epidemic of plagiarism. In other words, it strives to heighten the universities’ awareness of the importance of having a clear policy on plagiarism- especially on their websites. To achieve this goal and introduce practical and research-based solutions, the researcher examined website contents of 133 universities and educational institutes accredited by Iran’s Ministry of Science, Research and Technology to find out if they contain any policy statements on plagiarism. The results indicated an absence of content relevant to the concept from the majority of the websites, suggesting that in most Iranian universities students may be deprived of an adequate education on avoiding plagiarism and on the significance of academic honesty for that matter. This study argues that to effectively tackle the issue of plagiarism, it is absolutely necessary that the educational institutions not take students’ familiarity with the concept and of ways to avoid it for granted. They need to realize that plagiarism is a critical issue which requires major attention as well as a coherent and comprehensive educative approach to deal with.
