ارائه مدلی جهت ارزیابی عملکرد دانشگاه هرمزگان با رویکرد ترکیبی کارت امتیازی متوازن(BSC)، فرآیند تحلیل سلسله مراتبی(AHP) و پویایی‌شناسی سیستم‌ها (SD)

چکیده

هدف: تحقیق حاضر با هدف توسعه‌ی مدلی ترکیبی در قالب کارت امتیازی متوازن، فرآیند تحلیل سلسه مراتبی و پویایی‌شناسی سیستم‌ها به‌منظور ارزیابی عملکرد دانشگاه هرمزگان صورت گرفته است.
مواد و روش‌ها: این تحقیق از نظر هدف از نوع تحقیقات کاربردی و از نظر روش تحقیق از نوع توصیفی-پیمایشی است. جامعه‌ی آماری مدنظر این پژوهش شامل اعضای هیئت علمی، مدیران و کارشناسان خبره در زمینه ارزیابی عملکرد بودند. برای جمع‌آوری داده‌ها از روش اسنادی و میدانی استفاده شده است. روش نمونه‌گیری در این تحقیق هدفمند تصادفی است. در گام اول عوامل و مؤلفه‌های مؤثر بر ارزیابی عملکرد دانشگاه هرمزگان در ابعاد کارت امتیازی متوازن تعریف شدند. سپس در گام دوم وزن معیارها و زیر معیارها بوسیله‌ی روش فرآیند تحلیل سلسله مراتبی مشخص شد. بر این اساس پنج شاخص که دارای وزن بیشتری از نظر اهمیت در بهبود عملکرد دانشگاه بودند، شامل کیفیت پژوهش از بعد "پژوهش، نوآوری و فناوری"، رضایت دانشجو از بعد "مشتری"، توان رقابتی دانشگاه از بعد "رشد و یادگیری" و بهبود خدمات از بعد "فرآیندهای داخلی"، به‌عنوان مهم‌ترین شاخص‌های ارزیابی عملکرد انتخاب شدند. در گام سوم مدل‌سازی و شبیه‌سازی عوامل و مؤلفه‌های ارزیابی عملکرد دانشگاه با استفاده از روش پویایی‌شناسی سیستم‌ها و نرم‌افزار ونسیم انجام شد.
بحث و نتیجه‌گیری: نتایج تحقیق نشان داد شاخص‌های کیفیت پژوهش، جایگاه در رتبه‌بندی، توان رقابتی و کیفیت خدمات، روند صعودی با شیب متوسط داشته‌اند که انتظار می‌رود تا پایان دوره شبیه‌سازی این روند با شیب افزایشی ادامه داشته باشد. هم‌چنین براساس نتایج شبیه‌سازی، شاخص‌های افزایش فرصت مطالعاتی برای اساتید و افزایش درصد استفاده از تکنولوژی از بعد فرآیندهای داخلی، افزایش بودجه برای تسهیلات آموزشی و رفاهی و پژوهشی از بعد مالی و افزایش تعداد هیئت علمی جذب شده از بعد فرآیندهای داخلی، به‌عنوان سیاست‌های بهبود معرفی شدند.

چکیده [English]

Objectives: The present study aimed to develop a hybrid model in the form of a balanced scorecard, hierarchical analysis process, and systems dynamics to evaluate the performance of Hormozgan University.
Materials and Methods:  In terms of methodology, this research is applied research in terms of purpose and it is a descriptive survey in terms of research method. The statistical population of this study included faculty members, managers, and experts in the field of performance evaluation. Documentary and field methods have been used to collect data. The sampling method is purposive random sampling. In the first step, the factors and components affecting the performance evaluation of Hormozgan University in the dimensions of the balanced scorecard were defined. Then, in the second step, the weights of the criteria and sub-criteria were determined by the method of the hierarchical analysis process. Accordingly, the five indicators that had more implications for improving university performance, including the quality of research in terms of "research, innovation and technology", student satisfaction in terms of "customer", the competitiveness of the university in terms of "growth and learning" and service improvement in terms of "internal processes" were selected as the most important indicators of performance evaluation. In the third step, modeling and simulation of factors and components of university performance evaluation were performed by using the systems dynamics method and Vensim software.
Discussion and Conclusion: The results showed that the indicators of research quality, ranking, competitiveness and service quality had an upward trend with a medium slope, which is expected to continue until the end of the simulation period of this trend with an increasing slope. Also, based on the simulation results, the indicators of increasing research opportunities for professors and the percentage of technology usage in terms of internal processes, increasing the budget for education and welfare and research facilities in terms of finance, and increasing the number of faculty recruited in terms of internal processes were introduced as improvement policies.
