ارزیابی سیاست وزارت علوم در ایجاد فرصت مطالعاتی اجباری ارتباط با صنعت از منظر نهادی

چکیده

هدف: ارتباط بین دانشگاه و صنعت و تأثیرات متقابل آن‌ها بر فرایندهای نوآوری، از دیرباز در جوامع علمی مختلف مورد تجزیه‌وتحلیل قرارگرفته است. اهمیت این ارتباط باعث شده که در برخی از اسناد بالادستی نظام جمهوری اسلامی ایران نیز اشاراتی هرچند دور به آن شود. در این راستا یکی از مهم‌ترین گام‌ها، سیاست اخیر وزارت علوم در خصوص گذراندن فرصت مطالعاتی اجباری ارتباط با صنعت برای اعضای هیئت‌علمی تازه استخدام‌شده در مراکز آموزش عالی و پژوهشگاه‌های کشور است. براین اساس، پژوهش حاضر بر آن بود تا با تکیه‌بر دیدگاه نهادی به ارزیابی سیاست اخیر وزارت علوم در خصوص گذراندن فرصت مطالعاتی اجباری ارتباط با صنعت بپردازد.  
مواد و روش‌ها: بدین منظور از رویکرد کیفی از نوع پدیدارشناسی تفسیری استفاده شد. در همین راستا، تعداد 17 نفر از اعضای هیئت علمی دانشگاه‌ها و پژوهشگاه‌های کشور که مشمولِ این سیاست بودند، به‌عنوان ذینفعان با استفاده از روش نمونه‌گیری هدفمند از نوع موارد مطلوب و با توجه به اشباع نظری در داده‌ها مورد مصاحبه نیمه ساختارمند قرار گرفتند. برای تجزیه‌وتحلیل مصاحبه‌ها نیز از روش تحلیل محتوای کلایزی و برای بررسی اعتبار یافته‌های پژوهش از روش بازبینی مشارکت‌کنندگان در مصاحبه‌ها استفاده شد. 
بحث و نتیجه‌گیری: یافته‌های حاصل از تحلیل داده‌های پژوهش نشان داد که سیاست ارتباط با صنعت گرفتارِ مسائلی چون مشروع نبودن، اجباری بودن، همخوان بودن با منافع سیاست‌گذاران، نادیده گرفتن تفاوت‌های رشته‌ای، نادیده گرفتن شرایط اقتصادی، اجتماعی و سیاسی است که این مسائل نشان از آن داشت که این سیاست بر پایه سیاست اتخاذشده در نهادهای اُلیگارشی است.

چکیده [English]

Objectives: The relationship between university and industry and consequently their effects on innovation processes have long been analyzed in various scientific communities. The importance of this connection has caused some of the documents of the Islamic Republic of Iran to refer to it. Accordingly, one of the most important steps in the recent policy of the Ministry of Science of Iran doing the compulsory sabbatical is related to the industry for newly recruited faculty members in higher education organizations and research institutes. Thus, the present study tried to explain the recent policy of the Ministry of Science, based on an institutional perspective.
Materials and Methods: To achieve this, 17 faculty members of universities and research institutes in Iran who were faced with this policy, as main beneficiaries by intensity case sampling method and according to the theoretical saturation of the data were selected. The tool of the study was a semi-structured interview. To analyze the interviews, the Colaizzi content analysis was applied and to examine the validity of the research findings, the member-checking method was used.
Discussion and Conclusions: The findings of the analysis showed that the policy about the industry has faced some issues such as illegitimacy, coercion, consistency with the interests of policymakers, ignoring disciplinary differences, and ignoring economic, sociology, and policy conditions. These issues indicate that the policy is based on the policy created in the oligarchic institutions.
