استخراج و تحلیل عوامل مؤثر بر توسعه مدیران مدارس مبتنی بر رویکرد شایستگی‌محور

چکیده

هدف: اهمیت آموزش مدیران مدارس براساس شایستگی‌های مدیریتی، یک ضرورت در قرن 21 می‌باشد. بر همین اساس، پژوهش حاضر با هدف شناسایی و ارزیابی مؤلفه‌های مؤثر بر توسعه مدیران مدارس با رویکرد شایستگی‌محور در مدارس صورت گرفته است.
مواد و روش‌ها: رویکرد تحقیق، آمیخته اکتشافی (کیفی-کمی) است. جامعه آماری در بخش کیفی، شامل 22 نفر از خبرگان جامعۀ علمی دانشگاهی و متخصصان آموزش و پرورش و در بخش کمی شامل کلیه مدیران مقطع متوسطه (دوره دوم) شهر تهران به تعداد 723 نفر بوده است که با استفاده از روش نمونه‌گیری تصادفی ساده، تعداد 251 نفر انتخاب شدند. جهت گردآوری داده‌ها از ابزار مصاحبه و پرسشنامه بهره برده شده است. تحلیل داده‌ها در بخش کیفی به روش داده بنیاد و در بخش کمی به دو روش توصیفی و استنباطی انجام شد.
بحث و نتیجه‌گیری: نتایج نشان داد مؤلفه‌های منابع، الزامات سازمانی، توسعه مدیران و مدیریت استعداد به‌عنوان ابعاد و مؤلفه‌های مؤثر بر توسعه مدیران مدارس براساس رویکرد شایستگی‌محور در مدارس دوره دوم مقطع متوسطه شهر تهران شناسایی شدند. هم‌چنین عوامل علی بر توسعه شایستگی‌محور مدیران تأثیر گذارند، از جمله مدیریت استعداد تحت مفاهیمی همچون استعدادشناسی، انعطاف‌پذیری برنامه‌های آموزشی و توسعه، استعدادگزینی و استعداد داری، ارزیابی و کشف استعداد، توسعه - آموزش و نگهداشت استعداد؛ توسعه مدیران تحت مفاهیمی همچون توسعه شناختی مدیران، همسوسازی انتخاب و انتصاب مدیران با استراتژی‌ها و مأموریت‌های سازمانی، راهنمایی حرفه‌ای در سازمان، توانمندسازی و سازماندهی مناسب در راستای شایستگی‌محوری و خلاقیت؛ الزامات سازمانی تحت مفاهیمی همچون حمایت مدیریت عالی از شایستگی‌محوری، حمایت سازمان از شایستگی‌محوری، شایستگی‌گماری و شایسته‌گزینی، بلوغ سازمانی و مشارکت‌پذیری مدیران و منابع به معنای اختصاص منابع مالی و مادی کافی برای شایسته‌گزینی و شایسته‌سالاری، کانون (مرکز)های ارزیابی، نیروی انسانی مجرب، مدیران و رهبران شایسته. دلایل عمومی اهمیت و اولویت تأمین و نگه داشت استعداد.

چکیده [English]

Objectives: The importance of training school principals based on managerial competencies is a necessity in the 21st century. Based on this, the current research was carried out to identify and evaluate the components of treatment on the development of school principals concerning the competency approach in schools.
Materials and Methods: The research approach is mixed exploratory (qualitative-quantitative). In the qualitative part, the statistical population included 22 comprehensive academic experts and education specialists; in the quantitative part, it included all the secondary school principals (second period) of Tehran, totaling 723 people; by using a simple random sampling method, the number of 251 people were selected. Interviews and questionnaires were used to collect data. The data analysis was done in the qualitative part by the Grounded theory method and in the quantitative part by descriptive and inferential methods.
Discussion and Conclusions: The results showed that the components of resources, organizational requirements, development of managers, and talent management were identified as adequate dimensions and components of the development of school principals based on the competency approach in secondary schools of Tehran city. Also, the causal factors affect the competency-based development of managers, including talent management under concepts such as Talent theory, flexibility of training and development programs, talent selection and talent acquisition, talent evaluation and discovery, talent development, training, and retention; the development of school principals under concepts such as the cognitive development of them, aligning the selection and appointment of managers with organizational strategies and missions, professional guidance in the organization, empowerment and proper organization in line with core competence and creativity; organizational requirements under concepts such as top management's support for core competence, organization's support for core competence, recruitment and merit selection, organizational maturity and participation of managers and resources in the sense of allocating sufficient financial and material resources for merit selection and meritocracy, centers of evaluations, experienced human resources, competent managers and leaders. General reasons for the importance and priority of providing and keeping talent.
