بررسی جهت‌گیری‌‌های برنامه درسی در دوره تمرکزگرایی در نظام آموزش عالی ایران

چکیده

هدف از این پژوهش، شناسایی جهت‌گیری‌‌های برنامه درسی دردوره تمرکزگرایی در نظام آموزش عالی ایران می‌باشد. روش پژوهش مورد نظر تاریخی می‌باشد که محقق تلاش نموده با بهره‌گیری از مستندات وآیین‌نامه‌های در دسترس و مصاحبه با خبرگان کلیدی حوزه آموزش عالی و برنامه درسی نسبت به شناسایی جهت‌گیری‌‌های برنامه‌‌های درسی در پنج بعد فرایند، نظام، رشته تحصیلی، حرفه و دانش در دوره تمرکزگرایی بپردازد. حوزه پژوهش بررسی کلیه متون، پژوهش‌های انجام شده و اسناد مربوط به برنامه‌های درسی و نتایج حاصل از مصاحبه با مطلعین کلیدی حوزه آموزش عالی و برنامه درسی بود، ابزار مورد استفاده برای جمع‌آوری اطلاعات و استخراج بندها مرتبط با موضوع پژوهش، فیش‌های تحقیق بودند که همه توسط محقق ساخته شدند. سپس داده‌های گردآوری شده از طریق تحلیل محتوای کیفی مورد تجزیه وتحلیل قرار گرفت. یافته‌‌ها، این دوره از سال 1363 با شکل‌گیری شورای عالی برنامه‌ریزی در بدنه وزارت علوم شروع و تا سال 1379ادامه یافت. در ایـن دوره بـرای تحقـق  بخشیدن به اهداف انقلاب اسلامی برنامه‌های دوره‌های تحصیلی به صورت متمرکز و به وسیله شورای عالی برنامه‌ریزی مورد بازبینی قرار گرفت و دانشگاه‌ها ملزم به اجرای مصوبات آن شورا شدند. بــدین ترتیــب نظــام برنامــه‌ریزی درسی متمرکز سایه خود را بر آموزش عالی کشور نیز افکند.

چکیده [English]

The purpose of this study is to identify the orientations and features of the curriculum in the period of centralization in Iran's higher education system .The research methodology is a historical research tradition and it is a qualitative method that has been tried by using resources, documentation and available literature and interviewing key experts in the field of higher education and curricula to identify the orientations of curriculum in The five dimensions of the process, system, field of study, occupation and knowledge during the period of focus, and examine the characteristics of curricula in this course.
Findings, this period began in 1984 with the formation of the Supreme Council for Planning in the Ministry of Science, and continued until 2000. In this period, in order to realize the goals of the Islamic Revolution, the programs of undergraduate, postgraduate and doctoral studies were focused and reviewed by the Supreme Council for Planning at the Ministry of Science, Research and Technology, and universities were required to implement the decrees of that council From the point of view of part of the rule of this period, the university was more skilled than a system for the political socialization of individuals, so one of the main directions of the course was to direct curricula to the needs of society.
